1. PROJECT SUMMARY

• We know that the backbone of Somaliland's economy was livestock exports and this sector has declined radically in recent years. What countermeasures are planed.

Identification, evaluation and promotion of environmental and groundwater resources for resilience to climate change should be dealt with in this discussion letter. Water and food security and better resource management should be an urgent priority for emergency relief and the long-term development process in Somaliland. To ensure that Somaliland's economic development remains competitive and sustainability is to be achieved, the effects of climate change such as droughts, land degradation, charcoal trade, loss of biodiversity and water scarcity should be carefully considered Should also focus on the impact of the administrative gap due to state fragility in Somaliland. To meet these challenges, one of the approaches is to search for an alternative energy source for water production. The overall project aims is to map-out climate change resilient program to promote groundwater resources and water supplies in the affected areas, and to strengthen regional capacities for good management of natural resources and drought preparedness. In the past, such a sustainable land management and resilience project was financed by German development cooperation in Somaliland.

For example, more than 33 million euros have been invested in this joint project, including water supply measures in Hageisa, soil and erosion protection measures such as a sand dam for the dry river Biji, etc. Based on past experience and lessons learned, transparency and accountability for the new intervention should be considered. Efficient coordination between the relevant institutions should be the focus of such improvement efforts. In order to guarantee such an intention, it is recommended to commission a competent consulting firm to describe the project proposal up to the evaluation task.The main stakeholders are Somaliland Ministry of Water Resources, Ministry of Agriculture Development, Ministry of Environment, Natural Resources and Rural Development, Ministry of Livestock and Fishing, funding institutions.
